We, Hamad bin Khalifa Al Thani, Deputy Emir of Qatar

We issued the following law:

publisher : Natural or legal person who holds the publication of any publication

Ordinary company : Each company is a joint stock company

It is required to issue printed press in Qatar to get my book issued by the Minister of Information license.
Article 3
It must include the license application to issue printed press on the following data in favor of the necessary documents
(A) the owner of the printed press, surname, name, nationality and place of residence
(B) the editor responsible officials or editors and publisher name, if any, with an indication of their nationality and place of residence
(C) printed press name and address of the management and the printing press that prints out May not be a name printed press similar or comparable to other name printed press was preceded in the breasts
(D) the language issued by the printed press and the dates issued
(E) A statement of whether the printed press for political or non-political And sign a license application from the owner of the printed press and the editor or publisher and editors responsible if any The request shall be submitted to the Department of Press and Publication against a receipt.
Article 4
Each change to the data contained in the license application to issue printed press must be informed of the management of Press and Publication before it happened eight days at least, but if this change occurred in the non-face unexpected in this case must be notified within eight days from the date of occurrence.
Article 5
Filed his journalistic publications with the license application a deposit of three thousand riyals for each printed press issued three or more times a week, Alpha Real in other cases, in order to ensure the fulfillment of fines and expenses that may be judged by the owner of the printed press, or editor And it may be substituted for this financial insurance to guarantee bank.
Article 6
The owner of the printed press must insurance or bank guarantee complete whenever shortages due to fines and expenses referred to in the previous article are met If it does not do so automatically had to insurance or guarantee complete within eight days from the date of receiving notification of the Department of Press and Publication necessity of repayment.
Article 7
No printed press outside diameter may be moved somewhere issued to the State of Qatar, whether this was a transport independent edition, or attached to, or in any other form, without written permission of the minister of information, and as required by the preceding articles.
Article 8
May not work directly in the press printed before getting its own license.
Article 9
It requires the owner of the printed press as follows:
(A) to be diagonally
(B) not be less than the age of twenty-one years old, and to be fully competent
(C) it must not have been convicted by a criminal penalty, or crime involving moral turpitude or dishonesty, unless he has been rehabilitated
(D) be of good conduct good reputation.
Article 10
Required for the functioning of the profession of journalism to obtain a written permit from the Department of Press and Publication.
Article 11
Must be available in the press all the conditions set forth in Article IX, as well as it must have the following
(A) should be familiar with fully conversant in Arabic or issued by the press printed if they are issued in a foreign language
(B) it should not be linked to working with any foreign country.
Article 12
May be a journalist is not a country, in this case should be that all the conditions contained in articles where available (9) and (11) with the exception of the terms of nationality Must also be available where what comes
(A) To obtain a certificate from one of the institutes or colleges recognized and practiced in the journalistic institutions known for at least three years, or to be restricted in one of journalism unions or editors, or to be carrying a press card issued by one of the official authorities in State to which he belongs

Article 13

Article 14
Must be available in the editor all the conditions contained in articles (9) and (11) Must also be available where what comes
(A) to be a measure of culture and experience enables him to practice
(B) to reside permanently in the State of Qatar

(A) To obtain a certificate from a recognized institutes or colleges, and practiced in the journalistic institutions known for at least ten years
(B) to be restricted in one of journalism unions or editors, or to be carrying a press card issued by one of the official authorities in the State to which he belongs
