조선주민에 포고함

태평양미국육군사령관으로서 다음과 같이 포고함.

일본국천황과 정부와 대본영을 대표하여 서명한 항복문서의 조항에 의하여 본관휘하의 전건군은 본일 북위 38도 이남의 조선지역을 점령함.

오랫동안 조선인의 노예화된 사실과 적당한 시기에 조선을 해방독립시킬 결정을 고려한 결과 조선점령의 목적이 항복문서조항 이행과 조선인의 인권 및 종교상의 권리를 보호함에 있음을 조선인이 아는 줄로 확신하고 이 목적을 위하여 적극적 원조와 협력을 요구함.

본관은 본관에게 부여된 태평양미국육군최고지휘관의 권한을 가지고 이로부터 조선 38도 이남의 지역과 이 지역의 주민에 대하여 군정을 설립함. 따라서 점령에 관한 조건을 다음과 같이 포고함.

제1조 조선 북위 38도 이남의 지역과 주민에 대한 모든 행정권은 당분간 본관의 권한 하에 시행함.

제2조 정부, 공공단체 또는 기타의 명예직원과 고용과 또는 공익사업 공중위생을 포함한 공공사업에 종사하는 직원과 고용인은 유급무급을 불문하고 또 기타 제반 중요한 직업에 종사하는 자는 별도의 명령이 있을 때까지 종래의 직무에 종사하고 또한 모든 기록과 재산의 보호에 임할 것.

제3조 주민은 본관 또는 본관의 권한 하에 발포한 명령에 즉각 복종할 것. 점령군에 대하여 반항행위를 하거나 질서보안을 교란하는 행위를 하는 자는 용서없이 엄벌에 처함.

제4조 주민의 소유권은 존중함. 주민은 본관의 별도의 명령이 있을 때까지 일상의 업무에 종사할 것.

제5조 군정기간 중 영어를 가지고 모든 목적에 사용하는 공용어로 함. 영어와 조선어 도는 일본어간에 해석 또는 정의가 명확치 않거나 다른 경우에는 영어를 기본으로 함.

제6조 이후 공포하게 되는 포고,법령,규약,고시 또는 조례는 본관 또는 본관의 권한 하에서 발포하여 주민이 이행하여야게 될 사항을 명확히 기록함.

위 사항을 포고함.

太平洋美國陸軍總司令部布告 第一號

朝鮮住民에 布告함

太平洋美國陸軍總司令官으로서 左記로 如히 布告함.

日本國天皇과 政府와 大本營을 代表하야 署名한 降伏文書의 條項에 依하야 本官麾下의 戰捷軍은 本日 北緯 三十八度 以南의 朝鮮地域을 占領함.

오랫동안 朝鮮人의 奴隸化된 事實과 適當한 時期에 朝鮮을 解放獨立식힐 決定을 考慮한 決果 朝鮮占領의 目的이 降伏文書條項 移行과 朝鮮人의 人權 及 宗敎上의 權利을 保護함에 잇씀을 朝鮮人은 認識 할 줄로 確信하고 이 目的을 爲하야 積極的 援助와 協力을 要求함.

本官은 本官에게 附與된 太平洋美國陸軍最高指揮官의 權限을 가지고 일노부터 朝鮮 北緯 三十八度 以南의 地域과 同地의 住民에 對하야 軍政을 設立함. 따라서 占領에 關한 條件을 左記와 如히 布告함.

第一條 朝鮮 北緯 三十八度 以南의 地域과 同 住民에 對한 모든 行政權은 當分間 本官의 權限 下에서 施行함.

第二條 政府, 公共團體 또는 其他의 名譽職員과 雇傭과 또는 公益事業 公衆衛生을 包含한 公共事業에 從事하는 職員과 雇傭人은 有給無給을 不問하고 또 其他 諸般 重要한 職業에 從事하는 者는 別命잇쓸 때아지 從來의 職務에 從事하고 또한 모든 紀錄과 財産의 保護에 任할 事.

第三條 住民은 本官 及 本官의 權限 下에서 發布한 命令에 卽速히 服從할 事. 占領軍에 對하야 反抗行動을 하거나 또는 秩序保安을 攪亂하는 行爲을 하는 者는 容恕업시 嚴罰에 處함.

第四條 住民의 所有權은 此을 尊重함. 住民은 本官의 別命이 잇쓸 때아지 日常의 業務에 從事할 事.

第五條 軍政其間 中 英語을 가지고 모-든 目的에 使用하는 公用語로 함. 英語와 朝鮮語 또는 日本語間에 解釋 又는 定意가 不明 또는 不同이 生할 때는 英語을 基本으로 함.

第六條 以後 公布하게 되는 布告, 法令, 規約, 告示, 指示 及 條例는 本官 又는 本官의 權限 下에서 發布하야 住民의 移行하여야 될 事項을 明記함.

TO THE PEOPLE OF KOREA

As Commander-in-chief, United States Army Forces, Pacific, I do hereby proclaim as follows:

By the terms of the Instrument of Surrender, signed by command and in behalf of the Emperor of Japan and the Japaness Government and by command and in behalf of the Japanese Imperial General Headquarters, the victorious millitary forces of my command will today occupy: the territory of Korea south of 38 degrees north latitude.

Having in mind the long enslavement of the People of Korea and the determination that in due course Korea shall become free and independent the Korean people are assured that the purpose of the occupation is to enforce the Instrument of Surrender and to protect them in their personal and religious rights. In giving effect to these purposes, your active aid and compliance are required.

By virtue of the authority vested in me as Commander-in-Chief, United States Army Forces, Pacific, I hereby establish military control over Korea south of 38 degrees north latitude and the inhabitants thereof and announce the following conditions of the occupation;

Article1

All powers of Government over territory of KOREA south of 38 degrees north latitude and the people thereof will be for the present exercised under my authority.

Article2

Until further orders all governmental, public and honorary functionaries and employees, as well as all officials and employees, paid or voluntary of all public utilities and services, including public welfare and public health and all other persons engaged in essential services, shall continue to perform their usual functions and duties, and shall preserve and safeguard oil records and property.

Article3

All persons will obey prompthy all my orders and orders issued under my authority. Acts of resistance to the occupying forces or any acts which may disturb public peace and safety will be punished severely.

Article4

Your property rights will be respected. You will pursue your normal occupations, except as I shall otherwise order.

Article5

For all purposes during the millitary control, English will be the official language. In event of any ambiguity or diversity of interpretation or definition between any English and Korean or Japanese text the, the English text shall prevail.

Article6

Further proclaimations, ordinances, regulations, notices, directives and enactments will be issued by me or under my authority and will specify what is required of you
